Education
From survival to a world-class system. Education spending rises from 4.5 % to 6.5 % of GDP — financed by procurement and state-enterprise reform, not by new taxes. Teachers' salaries grow 2.5–3 times to the level of Poland and Lithuania, so that the 15 000 teachers who left come back and the young stay.
- Ideological subjects out; programming from grade 5, English from grade 1, STEM, critical thinking, entrepreneurship and financial literacy in every school.
- Higher education joins the Bologna process and Erasmus+: bachelor–master–PhD, 30 % of programmes in English, mandatory internships, new programmes in AI, data science, biotech, cybersecurity, fintech.
- 1 500 schools renovated, 50 new ones built, 100 % with high-speed internet; 3–5 modern university campuses.
- A national digital-learning platform and the public AI School — 50 000 citizens in the first year.
Result: a system that stops the brain drain instead of financing other countries' economies with Belarusian graduates.
Science
From 0.41 % to 2.5 % of GDP — and from an isolated academy to universities. Science funding grows six times, scientists' salaries three times. The Academy of Sciences as a separate bureaucracy is replaced by research centres inside universities, where professors both teach and do research — the model of every successful innovation economy.
- Five research centres of world level: AI and machine learning (BSU), biotech and personalised medicine, new materials (Grodno), clean energy (Brest), agritech (Vitebsk) — €500 m, partners from MIT, ETH Zurich and Fraunhofer to Wageningen.
- Ten shared-equipment centres across the country; full return to Horizon Europe, Erasmus+, CERN and EMBL.
- Technology-transfer offices at every university, a €200 m state venture fund, 150–200 % tax deduction for private R&D — so that research becomes companies, not reports.
- A repatriation programme for 2 000+ scientists: competitive salaries, €200 000–1 m laboratory grants, relocation support.
Result: 3 000+ international publications a year, 1 500 patents, 500 start-ups grown from university research.
Technology
From an offshore enclave to the engine of the whole economy. Today IT is 3 % of GDP and works for foreign clients while Belarusian factories run on 1990s machines and productivity is $18 per hour against $42 in Poland. The task is to bring technology into every sector — and to make the state digital.
- Five priority sectors: IT & AI (from 3 % to 15 % of GDP, product companies instead of outsourcing), biotech & medtech, new materials, cleantech (25 % renewables), agritech & foodtech.
- Five regional technology parks, 20+ university incubators, R&D centres of international corporations; target of €10–15 bn FDI in five years.
- Belarus 2.0 — a national digital platform: 99 % of public services online, e-procurement, open budget data, a blockchain register of state decisions, AI analytics against corruption.
- Energy for a tech economy: grid modernisation, data-centre infrastructure, independent international audit of the nuclear plant.
Result: high-tech exports from 3 % to 25 %, 200 000 new high-tech jobs, labour productivity doubled.
Belarus has no resources.
It has people.
Belarus has no oil, gas or rare metals. It has people. The only development model that fits the country is the one that turned Estonia, Ireland, Israel and Singapore into prosperous economies: invest in education, science and technology — and build an economic environment in which human capital turns into growth.

An online school that gives Belarusian women — including those in vulnerable situations — a free path into AI, programming, freelancing and English. Operating since December 2025. The first proof of concept of the human-capital model.

A permanent record of your contribution to a democratic Belarus
A soulbound (non-transferable) token on Ethereum that documents every donation to the democratic movement: 1 BDT = 1 EUR donated. Funds go to a single fund and are distributed to vetted initiatives by sectoral councils under fixed shares.
