What the economic team of the United Transitional Cabinet does

The Representation for Economy and Finance is the economic team of the United Transitional Cabinet of Belarus. It is one of seven representations of the Cabinet — alongside transition, international affairs, social policy, youth policy, restoration of the rule of law, and defence and national security.

What it does

  • Prepares reforms for a democratic Belarus: state-sector and privatisation reform, tax and procurement reform, pension and energy reform, the Economic Development Strategy 2035.
  • Analyses the regime's economy and the financial side of its co-aggression with Russia: sanctions effectiveness, potash and oil trade, banking, the National Bank's financial stability, China and Indonesia deals.
  • Represents the democratic forces before the EEAS, the European Commission, the UK FCDO, ALDE, the World Bank and EBRD, and prepares the institutional needs assessment of the democratic forces for the EU budget 2028–2034.
  • Builds instruments, not just papers: Belsoe.org for state-enterprise diagnostics, the Belarus Democracy Token for transparent financing, ARIA AI School as a working education model.
  • Explains the economy to citizens through media commentary and social channels: real estate, utility tariffs, pensions, salaries and what the war economy costs Belarusians.

Events

  • 7 August 2026, Warsaw — side event of the "New Belarus" conference: "Artificial intelligence for a new Belarus: a tool of efficient governance or of total control?" — first public presentation of Belsoe.org and a pro/contra panel on AI in governance.
  • Panel on reforms for a new Belarus with economists and policy experts: state sector, pension reform, knowledge economy, legal reform, gender policy, public-service staffing.
